Requires county, city, and town governing bodies to issue press releases containing truth in taxation notices to all newspapers of general circulation when proposing primary property tax increases exceeding the prior year's levy.

Press releases must include the name of the newspaper where the notice will be published and the specific publication dates, and must be posted on the official government website.

Applies the same press release requirements to community college districts proposing primary property tax increases and to special taxing districts (flood control, library, jail, and health services) proposing secondary property tax increases.

Maintains existing requirements for published notices in newspapers (appearing twice, at least one-fourth page size, with eighteen-point type headline) and requires roll call votes on tax increase motions.

Requires 15% or greater tax increases to be approved by unanimous roll call vote, and prohibits tax increases if governing bodies fail to comply with notice and hearing requirements.
