Amends Arizona's Teachers Academy program to establish fixed annual scholarship amounts: $10,000 per year for graduate students (max 2 years), $5,000 per year for undergraduate students (max 4 years), and $3,000 per year for community college students (max 2 years).

Allows undergraduate students to begin fulfilling their service requirement before graduation through volunteer or paid school work such as tutoring or assistant teaching, provided they complete at least one year of the program in good academic standing first.

Expands eligible institutions to include colleges owned and operated by qualifying Indian tribes on their reservations, and adds schools serving primarily students with disabilities to critical need areas.

Adds support for teachers currently teaching dual enrollment courses to satisfy higher learning commission requirements as an eligible academy program pathway.

Revises fund administration to reduce state general fund appropriations by the amount of unused monies remaining from the prior fiscal year.
