Establishes the license plate standardization study committee consisting of 11 members: two state senators, two state representatives, one sheriff, one police association representative, directors of public safety and transportation departments, and three representatives from organizations with special license plates.

Requires committee members from the legislature to be from different political parties, with one senator and one representative designated as cochairpersons.

Directs the committee to study the need for special license plate standardization in Arizona and evaluate options for special license plate redesign.

Requires the committee to submit a report with findings and recommendations to the governor, legislature leadership, and secretary of state by December 15, 2021.

Automatically repeals the committee on September 30, 2022.
