• Removes the June 1, 2014 deadline for authorized third party driver license providers to perform driver license skills testing, written testing, and processing functions.

• Allows third party driver license providers to perform administrative and testing functions for commercial driver license issuance and renewal as authorized by the director and pursuant to federal law, reversing the previous prohibition on processing commercial driver licenses.

• Maintains existing bonding requirements ($300,000 for initial application, $100,000 per additional location, capped at $1,000,000) and qualification standards for certified processors at each location.
