Amends requirements for dropout recovery programs offered by school districts and charter schools to serve students who have withdrawn for at least 30 days.

Requires dropout recovery program providers to employ teachers with valid fingerprint clearance cards and current teaching licenses from any state, and maintain active accreditation by a regional accrediting body.

Changes funding mechanism so pupils in dropout recovery programs are funded based on attainment of each one-half unit of high school credit, with school districts and charter schools receiving 0.1 Average Daily Membership per one-half unit earned.

Removes state board of education authority to oversee or approve dropout recovery programs and prohibits the department of education from limiting which providers school districts and charter schools may contract with.

Requires school districts and charter schools that re-enroll pupils withdrawn for fewer than 30 days to report the pupil's name and reason for enrollment to the department of education.
