Amends Arizona Revised Statutes Section 26-303 to expand emergency powers of the governor during a state of emergency to include authority to impose curfews and order business closures within designated areas.

Clarifies that emergency powers do not restrict lawful possession, transfer, sale, transportation, carrying, storage, display or use of firearms, ammunition, or ammunition components under the Second Amendment and Arizona Constitution Article II, Section 26.

Allows the adjutant general to incur obligations up to $100,000 for emergencies or contingencies without a gubernatorial proclamation, with powers expiring 72 hours after the determination.

Permits reasonable movement of ammunition stores away from dangerous conditions during emergencies without violating firearms restrictions.
