Establishes the state board for charter schools as the sole entity authorized to sponsor charter schools in Arizona, eliminating sponsorship authority previously held by the state board of education, universities, and community college districts.

Removes the ability of school district governing boards to be granted charters for new charter schools or conversion of existing district schools to charter schools.

Modifies charter application procedures so all applicants must apply directly to the state board for charter schools rather than to multiple potential sponsors.

Transfers oversight and administrative responsibility for all charter schools to the state board for charter schools, including charter renewal, revocation, and performance framework decisions.

Makes technical and conforming changes to charter school definitions, procedures, and requirements throughout Arizona Revised Statutes to reflect the new single sponsorship structure.
