Requires law enforcement agencies to redact faces and identifiable body parts in body-worn camera recordings before public release, except for persons who are subjects of police investigations or enforcement actions.

Mandates redactions for persons not under investigation who appear in private locations not open to the public or in public locations where they had a reasonable expectation of privacy.

Requires redactions for crime victims or witnesses and for persons in a state of undress where genitals or, for females, breasts are not covered.

Allows persons appearing in recordings to waive redaction requirements by providing law enforcement with written consent.
