Establishes an early childhood mental health consultation and referral pilot program to support social and emotional well-being of children not yet in kindergarten and build capacity of early childhood education professionals and caregivers.

Authorizes the Department of Economic Security to competitively award a contract to a service provider to implement the program, focusing on prevention, early identification of challenging behaviors, and reduction of suspensions and expulsions.

Requires the service provider to submit quarterly reports on program participation, mental health referrals, suspensions and expulsions avoided, and other outcomes as determined by the department.

Appropriates $2,000,000 from the state general fund for each fiscal year from 2021-2022 through 2025-2026, with appropriations exempted from lapsing provisions.

Program automatically repeals June 30, 2026.
