Removes the advisory committee's duty to recommend names for the review board established under section 23-422.

Modifies enforcement procedures in section 23-417 to remove the director's authority to excuse late contest notifications based on clear and convincing evidence that notice was not received.

Makes the amendment to section 23-417 (removing the late notice excuse provision) effective only if the federal Occupational Safety and Health Administration rejects the changes to Arizona's occupational safety and health plan by December 31, 2021.

Requires the director of the Industrial Commission of Arizona to notify the Arizona legislative council by January 15, 2022 of whether the federal rejection condition was met.
