Requires the Arizona Department of Corrections to inform prisoners at least one month before their discharge date and permits prisoners to allow their hair to grow one month before discharge.

Establishes mandatory release of at least 3,500 eligible inmates per year into a transition program providing up to 90 days of community-based transition services beginning June 30, 2021.

Expands transition program eligibility to include inmates convicted solely of drug possession or use offenses (marijuana, dangerous drugs, narcotic drugs, or drug paraphernalia) if they agree to comply with required conditions and are not serving concurrent sentences for other disqualifying offenses.

Requires annual reporting to the governor and legislature on transition program outcomes, including recidivism rates, number of participants, and types of services provided.

Extends the transition program sunset date from July 1, 2020 to July 1, 2030.
