Establishes a home arrest program for nonviolent inmates who have served at least one year of a sentence of two or more years and are within four years of release eligibility.

Requires home arrest participants to have no violent disciplinary infractions, no serious or violent felony convictions, and no dangerous crimes against children convictions to be eligible.

Mandates conditions of home arrest including electronic monitoring for at least one year, gainful employment, alcohol and drug testing, and monthly supervision fees of at least $65.

Electronic monitoring fees are set between $1 and the total cost of monitoring (at board discretion), with collected fees returned to the home arrest program for operational costs.

Requires the board of executive clemency to notify the sentencing judge, prosecutor, arresting law enforcement agency, and victims at least 15 days before a home arrest hearing; expands victim notice and hearing rights to include the home arrest process.
