Amends Arizona Revised Statutes Section 9-599 to clarify the applicability of wireless provider regulations.

Preserves the authority of special taxing districts, investor-owned electric utilities, and electric cooperatives to deny, limit, restrict, or determine rates and fees for wireless provider use of utility poles or wireless support structures.

Clarifies that the article does not grant any authority zoning, land use, planning, permitting, or regulatory authority over utility poles and wireless support structures owned by special taxing districts, utilities, or cooperatives.

Confirms that private easements remain unaffected and supersede any rights granted for right-of-way use.

Removes a provision that exempted authorities within ten miles of the Mexico border with pre-existing national security-related contracts from the article's applicability.
