Director of the Department of Public Safety shall adopt rules for administering rapid DNA testing of crime scene DNA samples, including procedures for approving devices, ensuring accuracy, and qualifying personnel to conduct and instruct testing.

"Rapid DNA testing" is defined as DNA analysis completed within five calendar days after collecting the DNA sample from a crime scene.

$1.2 million and 3 FTE positions are appropriated to the Department of Public Safety in fiscal year 2021-2022 to purchase and deploy four rapid DNA testing devices throughout Arizona.

Department of Public Safety shall train county sheriff personnel on using rapid DNA testing devices upon request, subject to availability of funds.

Director must submit quarterly reports (by October 15, 2021, January 15, 2022, April 15, 2022, and July 15, 2022) to legislature detailing number of tests performed, suspects identified, and crimes matched through rapid DNA testing.
