Establishes the John McCain public service scholarship fund administered by the Arizona Board of Regents, consisting of legislative appropriations and other monies that do not lapse.

Provides scholarships equal to the amount of federal postservice education awards to students who complete national service programs, receive federal postservice awards, and attend eligible institutions in Arizona.

Requires scholarship applicants to submit proof of meeting eligibility requirements and prioritizes awards based on financial need using Free Application for Federal Student Aid (FAFSA) completion.

Limits scholarship use to three years after completing national service, requires recipients to maintain good academic standing, and mandates recipients exhaust federal awards before using scholarship monies.

Appropriates $5,000,000 from the state general fund for fiscal year 2021-2022 to establish and fund the scholarship program.
