Changes unlicensed pest management from a prohibition ("shall not") to a civil violation subject to enforcement actions including cease and desist orders, civil penalties up to $1,000 for first offense and $2,000 for second offense, injunctions, and criminal referrals.

Establishes new criminal penalties: Class 2 misdemeanor for engaging in pest management business without a license or falsely advertising as licensed; Class 6 felony for violating licensing requirements with reckless disregard for public health and safety.

Requires the director to maintain a public list of unlicensed violators on the department website, with violators able to request removal within ten business days of becoming licensed.

Adds director authority to educate the public regarding licensure, certification and registration requirements for pest management.

Makes minor grammatical changes to existing provisions regarding the director's rule-making authority and record inspection procedures.
