Establishes an Employee Misclassification and Payroll Tax Fraud Advisory Task Force focused on studying issues in the construction industry.

Task force membership includes the directors of the Industrial Commission of Arizona, Department of Insurance and Financial Institutions, the Registrar of Contractors, and non-voting ex officio members from the Secretary of State and Attorney General offices.

Task force shall study impacts of misclassification and tax fraud on state revenue, insurance industry losses, enforcement effectiveness, uniform employment definitions, and strategies for prevention and investigation.

Task force must submit annual reports on February 1 beginning in 2023 to the Senate Commerce Committee and House Commerce Committee, with copies to the Secretary of State.

Task force terminates on July 1, 2029.
