AZ HB2199

Adds definition of "hydraulic fracturing" to Arizona water quality law as the process of pumping fluid into or under the ground surface to create fractures or cavities in rock to produce or recover oil or gases.

Prohibits any person from engaging in hydraulic fracturing in Arizona and prohibits collecting, storing or treating water in Arizona if that water is used in, generated by, or resulting from hydraulic fracturing.

Makes minor technical amendments to water quality definitions and language in sections 49-201, 49-203, 49-245.01, 49-245.02, and 49-701 for clarification and consistency.

Updates references throughout the statute to clarify when discharges "may reach" versus "will reach" aquifers and adjusts language regarding determination of permit violations.
