Amends groundwater code sections 45-432 through 45-436 to revise procedures for designating subsequent irrigation non-expansion areas outside active management areas.

Requires petitions to include a numeric groundwater flow model and hydrologic report signed by a registered professional geologist or engineer, and must be submitted within one year of receiving the petition form from the county recorder.

Establishes criteria for eligible petition signers: must be landowners (not lessees) who irrigated at least 2 acres within the prior 5 years and are capable of future irrigation.

Makes the director's decision to approve a petition non-reviewable in court, but allows judicial appeal of decisions to deny a petition and limits subsequent petitions to at least 3 years after a denial becomes final.

Restricts irrigation in a proposed non-expansion area to only acres irrigated during the 5 years before the hearing notice, with limitation continuing until the director makes a final determination after the public hearing.
