Repeals sections 45-108.02 and 45-108.03 and consolidates water supply adequacy requirements into a unified statewide framework in section 45-108.

Requires cities, towns, and counties to approve subdivision plats only if the subdivider obtains either a water report from the director of water resources confirming adequate water supply or a written commitment from a designated water provider with adequate water supply.

Eliminates previous exemptions allowing subdivisions with inadequate water supplies if water is transported by motor vehicle or train, except in limited circumstances where approved by local legislative bodies with specific conditions.

Modifies the state real estate commissioner's authority to issue public reports for subdivisions to require demonstration of adequate water supply outside active management areas where counties or municipalities have adopted water supply requirements.

Updates references across multiple statutes (sections 9-463.01, 11-823, 32-2181, 32-2183, 32-2197.08, 33-406, 45-576, 48-6414, and 49-1273) to align with the centralized water adequacy determination process.
