Expands groundwater measuring device requirements to apply to nonexempt wells in locations outside active management areas and irrigation non-expansion areas, with exemptions for small irrigation operations (10 or fewer acres) and non-irrigation uses of 10 or fewer acre-feet per year.

Adds new reporting requirements for persons withdrawing groundwater from nonexempt wells outside active management areas and irrigation non-expansion areas, requiring annual reports containing well location, quantity withdrawn, fuel/electricity consumed, and uses or deliveries.

Maintains existing exemptions for small irrigation grandfathered rights (10 or fewer acres) and small non-irrigation withdrawals (10 or fewer acre-feet per year) from measuring device and reporting requirements in certain circumstances.

Corrects statutory references and updates terminology in the groundwater code sections regarding measuring devices, record-keeping, and reporting by changing "non-exempt" to "nonexempt" for consistency.

Updates section 45-2602 regarding southside protection zones in Pinal active management area to reference the correct effective date (December 14, 2007) and adjusts penalty citation references for reporting violations.
