Establishes that in the Pinal active management area, the director shall not re-review groundwater physical availability when modifying or renewing an assured water supply designation if no increase in total groundwater demand is sought.

Deems stored water physically available for assured water supply purposes if it is recovered from existing long-term storage credits or recovered annually under section 45-851.01, provided the water meets physical availability requirements.

Defines "area of impact" for stored water recovery as areas within one mile of an underground storage facility, within irrigation district boundaries with a groundwater savings facility permit, or areas positively impacted by storage activity as demonstrated by an approved hydrologic model.

Removes the requirement that there be "an increase in the total number of housing units" from the material change standard in section 45-579, allowing lot number changes to not constitute material changes in the Pinal active management area.

Clarifies that the director shall not consider changes to the number of lots as material changes to plats for certificates of assured water supply in the Pinal active management area.
