HB 2243 Summary

• Changes the chapter 43 heading of title 32 from "Licensure, Certification and Registration of Military Members" to "Board Licensure, Certification and Registration"

• Allows out-of-state applicants and military spouses to obtain occupational or professional licenses or certificates without examination if licensed or certified in another state for at least one year in the same discipline and practice level, and meet specified conditions regarding good standing, education requirements, exam passage, and lack of discipline or pending complaints

• Requires regulating entities to determine if applicants with prior disciplinary action have resolved the matter before issuing or denying a license, and to suspend applications for applicants with pending complaints, allegations, or investigations in other states until resolved

• Prevents regulating entities from issuing licenses by reciprocity to out-of-state applicants unless standards are substantially equivalent to or greater than Arizona's standards on a case-by-case basis

• Requires regulating entities to prominently print a notice on all license and certificate applications and websites informing applicants of the twelve-month reciprocity eligibility under section 32-4302
