Establishes a renewable energy requirement for Arizona public service corporations of at least 12% by December 31, 2022, increasing to 15% by December 31, 2025 and thereafter.

Directs utilities to pursue the lowest cost method of providing safe and reliable electricity while considering system-wide costs to meet customer demand throughout all seasons and times of day.

Prohibits the Corporation Commission from adopting rules that increase or decrease the prescribed renewable energy percentages or directly or indirectly regulate utilities' carbon emissions.

Defines "renewable energy resources" as solar, wind, biomass, geothermal, and hydrothermal technologies, while "critical electric generation resources" include all generation types including fossil fuels.

Declares that energy development and carbon emissions regulation are statewide concerns and finds that policies restricting critical fuel resources beyond the prescribed percentages would increase electricity prices, harm economic growth, and reduce grid reliability.
