Allows lessees to submit renewal applications for state land leases by mail or electronically, with the submission method having no bearing on the department's renewal decision.

Requires the state land department to notify lessees at least 90 days before lease expiration and provide a renewal application form to the lessee and registered mortgagees or lienholders.

Maintains existing preferred renewal rights for bona fide state residents or businesses legally authorized in Arizona, limited to 10-year terms at reappraised rental rates.

Requires the state land commissioner and water resources director to develop a plan identifying at least six potentially acceptable sites on state trust land for new water storage facilities and submit findings to the governor and legislature by December 31, 2021.

Repeals the water storage facilities planning requirement effective December 31, 2023.
