Increases the lifetime cash assistance limit under the Temporary Assistance for Needy Families (TANF) program from 12 months to 60 months for heads of household, spouses, ineligible parents, and adult nonparent relative heads of household.

Removes the provision allowing families to receive an additional 12 months of assistance based on work program compliance and child school attendance requirements (subsection G).

Modifies sanction penalties for noncompliance by reducing the first offense penalty from 50 percent to 25 percent reduction in cash assistance, adding a second offense penalty of 50 percent reduction, and making the third offense result in termination of benefits.

Extends the termination date for families reaching the assistance limit from July 1, 2016 to July 1, 2021.

Applies the amended 60-month lifetime limit retroactively to assistance received on or after June 30, 2021.
