Amends Arizona Revised Statutes section 5-311 to replace the term "make regulations" with "adopt rules" throughout the section governing the Arizona Game and Fish Commission's powers and duties related to boating.

Changes "make rules and regulations" to "adopt rules" in subsection A(1) regarding the commission's authority to carry out provisions of the boating chapter.

Replaces "make regulations" with "adopt rules" in subsection A(5) concerning registration and operation of watercraft.

Replaces "prescribe regulations" with "adopt rules" in subsection A(6) regarding issuance of permits for motorboat races, regattas, and watercraft events.

Changes "regulations established" to "rules adopted" in subsection B regarding conflict with United States Coast Guard prescriptions; also clarifies "motor boat" as "motorboat" in subsection A(6).
