Amends Section 15-951 of Arizona Revised Statutes to allow common school districts not within high school district boundaries to continue calculating budgets under existing formulas for up to 15 years after voter authorization of unification or until a high school is built, whichever comes first.

Permits newly formed unified school districts that phase in grades 9-12 instruction to use the existing calculation method for a maximum of 5 years after the new high school begins operations.

Allows school districts to retroactively adjust their fiscal year 2020-2021 budget under the unification provisions but prohibits retroactive adjustments for any other fiscal year.

Repeals Laws 2007, chapter 283, section 6 (as amended) and Laws 2016, chapter 220, section 2.

Takes effect retroactively from June 30, 2020, and is designated as an emergency measure.
