Creates Arizona legacy special plates beginning January 1, 2023, with two design options: copper background with green lettering (1973-1980 style) or maroon background with white lettering (1980-1996 style).

Establishes a license plate reissuance fund from $17 annual donations per legacy plate, with $8 going to general highway fund; allows up to 10% of fund for administration costs.

Requires the department to reissue all standard license plates within three years after the reflective material warranty expires at no charge to vehicle owners, excluding certain commercial and special plate categories.

Directs the director to develop reflectivity standards using the most current available technology while maintaining competitive bidding for reflective materials.

Allows legacy plates to be combined with personalized plates if the director approves, subject to combined fees.
