Amends section 41-1052 of Arizona Revised Statutes regarding the Governor's Regulatory Review Council.

Changes the language in subsection I from "permit" to "allow" testimony at council meetings within specified scopes.

Adds new subsection M allowing agencies to file a notice of intent to expire rules with the council by describing the rule or rules and reasons for expiration.

Requires the council to place rule expiration notices on the agenda for the next scheduled meeting, and if approved by a quorum, the council prepares and provides a notice of rule expiration to the agency for filing with the secretary of state.
