Establishes a medical services purchase program study committee consisting of 13 members including 2 House representatives, 2 Senate members, Arizona Health Care Cost Containment System director, and 8 representatives from business, nonprofit, hospital, health plan, and patient advocacy organizations.

Committee shall research and make recommendations for establishing a medical services purchase program, focusing on allowing individuals to access insurance coverage through Arizona's existing Medicaid program.

Committee is authorized to hold public hearings, conduct fact-finding tours, and take testimony from witnesses to fulfill its responsibilities.

Committee must submit findings and recommendations report to the governor, president of the senate, speaker of the house, and secretary of state by March 1, 2022.

Committee members receive no compensation but are eligible for expense reimbursement; the committee is automatically repealed on June 30, 2022.
