Requires insurers offering Medicare supplement policies to persons age 65+ to also offer the same policies to persons eligible for Medicare due to disability or end-stage renal disease.

Mandates that all benefits and coverages provided to Medicare enrollees age 65+ must also apply to Medicare enrollees enrolled due to disability or end-stage renal disease.

Allows Medicare enrollees under age 65 with disability or end-stage renal disease to enroll in supplement policies within six months after enrolling in Medicare Part B or January 1, 2022, whichever is later.

Prohibits insurers from charging enrollees under 65 with disability or end-stage renal disease a premium rate higher than the insurer's highest rate charged to enrollees age 65 and older for the same plan.

Prohibits Medicare supplement policies from restricting third-party payments made on behalf of an enrollee if payment is made in full and timely manner.
