Department of Insurance and Financial Institutions shall contract with a qualified health care consultant or actuary to conduct a study on establishing a reinsurance program in Arizona for individual and small group health insurance markets using a state innovation waiver under the Affordable Care Act.

Study shall assess reinsurance program options using existing insurer data, compare programs implemented in other states, and consult with health insurers offering plans on the health insurance exchange.

Completed report due by July 1, 2022 must include assessment of program options, estimated premium impacts, estimated state implementation costs and potential revenue, impacts on insurance providers, and potential funding sources including state general fund and other revenue opportunities.

Department shall submit the completed report to the governor, speaker of the house, president of the senate, and secretary of state by August 1, 2022.
