Increases the minimum percentage of annual revenues that school tuition organizations (STOs) must allocate for educational scholarships or tuition grants from 90% to 95% for contributions made under sections 20-224.06, 20-224.07, 43-1183, 43-1184, 43-1089, and 43-1089.03.

Amends violation provisions in sections 43-1502 and 43-1602 to identify STOs that fail to meet the new 95% allocation requirement as subject to department notice and potential decertification.

Modifies operational requirements for STOs to prohibit awarding scholarships or tuition grants to students simultaneously enrolled in both district/charter schools and qualified schools.

Requires STOs to include a notice in solicitation materials and on websites clarifying that scholarships cannot be awarded solely based on donor recommendations and that taxpayers cannot swap donations to benefit their own dependents.

Makes technical corrections to statutory language including changing "e-mail" to "email," "ninety per cent" to "ninety-five percent," and "permitted" to "allowed" throughout relevant sections.
