HB 2286 - Water Efficient Plumbing Fixtures

• Replaces specific water flow/usage standards with requirement that plumbing fixtures be WaterSense-labeled or meet WaterSense program efficiency criteria established before January 1, 2021, effective January 1, 2021 for residential construction and January 1, 2022 for commercial/industrial/public construction.

• Updates definition of "nonwater consuming urinal" to align with ASME standard A112.19.19 (as of January 1, 2021) instead of older 1994-1995 standards.

• Adds "WaterSense-labeled plumbing fixture" and "WaterSense program" definitions referencing the EPA's WaterSense program under the America's Water Infrastructure Act of 2018.

• Removes outdated technical specifications for individual fixture types (lavatory faucets, kitchen faucets, shower heads, water closets, and urinals) in favor of WaterSense certification standards.

• Exempts plumbing fixtures purchased and located in Arizona before January 1, 2022 from the new requirements; maintains local ordinance authority to set equal or more restrictive standards.
