Amends Arizona Revised Statutes Section 28-775 to establish the "Arizona Move Over Law" regarding vehicle right-of-way to emergency vehicles and stationary vehicles with warning lights.

Requires drivers approaching stationary vehicles displaying alternately flashing or warning lights to either change lanes away from the vehicle (if on a highway with at least four lanes) or reduce speed and proceed with caution.

Establishes civil penalties for violating the move over requirements: $275 for first violation, $500 for second violation within five years, and $1,000 for third or subsequent violations within five years.

Mandates that defensive driving schools, traffic survival schools, and approved driver education programs include educational information about emergency vehicle procedures and the move over law.

Requires the Department of Motor Vehicles to periodically educate the public about the move over law and maintain information about it on the department's website.
