Requires nonprofits medical marijuana dispensaries to test marijuana and marijuana products for microbial contamination, heavy metals, pesticides, herbicides, fungicides, growth regulators, residual solvents, and potency before dispensing to patients.

Establishes certification and regulatory requirements for independent third-party laboratories testing medical marijuana, including accreditation by national or international accrediting entities and restrictions on financial relationships with dispensaries.

Authorizes the Department of Health Services to conduct proficiency testing of independent third-party laboratories and marijuana testing facilities through December 31, 2022, with mandatory proficiency testing beginning January 1, 2023.

Allows the department to contract with accredited laboratories for proficiency testing and to impose civil penalties or revoke certifications for laboratories that fail testing and remediation.

Requires reporting to the joint legislative budget committee on annual expenditures from the medical marijuana fund for proficiency testing contracts.
