Repeals the lease cost review board established under Section 41-792, Arizona Revised Statutes, which previously consisted of the director of property management, three state agency directors, and a joint legislative budget committee staff member.

Transfers the authority to estimate average square foot dollar costs for leasing privately owned office space from the board to the director of property management, with estimates due before July 1 of each even-numbered year.

Requires the director to recommend rental rates for state-owned or state-leased buildings to the governor's office before July 1 of each fiscal year, instead of the board making recommendations.

Maintains the requirement that state agencies must obtain director approval (or Arizona Board of Regents approval for universities) before entering into leases for privately owned office space.

Requires the director and Arizona Board of Regents to submit annual reports to the governor's office and joint legislative budget committee listing leases that exceeded the estimated average square foot dollar cost.
