Amends Arizona Revised Statutes Section 35-152 regarding fees and expenses for federal special masters appointed by federal courts.

State officers, employees, and agents are prohibited from opening accounts or paying fees and expenses for federally-appointed special masters unless the legislature appropriates funds for such payments.

State officers, employees, and agents are protected from personal liability for complying with the prohibition on paying special master fees and expenses without legislative appropriation.

The state is not subject to personal liability if the legislature fails to appropriate monies for special master fees and expenses.

The amendments apply to all bills for special master fees and expenses submitted after July 13, 1995.
