Amends the Oil and Gas Conservation Commission to establish it within the Department of Environmental Quality and clarifies that the department shall provide staff support to administer the commission.

Repeals sections 41-3022.09 and 41-3022.24 of Arizona Revised Statutes and removes the July 1, 2020 termination date for the program established under section 49-179.

Repeals section 49-238 of Arizona Revised Statutes.

Creates a new Monitoring Assistance Program (section 49-360) to assist public water systems serving more than 10,000 persons in complying with federal Safe Drinking Water Act monitoring requirements, funded through fees and administered by the department through contracts with private parties or nonprofit organizations.

Establishes the Monitoring Assistance Fund and Safe Drinking Water Program Fund to support drinking water compliance programs, with department administrative costs limited to 15 percent of annual deposits or $184,000, whichever is less.
