Requires county recorders to establish on-site early voting locations that remain open until 7:00 p.m. on the Saturday, Sunday, and Monday immediately preceding election day.

Allows county recorders to establish additional early voting locations beyond the recorder's office as deemed necessary.

Permits qualified electors to update voter registration information at on-site early voting locations under procedures established by the secretary of state.

Makes technical corrections to existing early voting procedures, including clarifying mailing deadlines and elector identification requirements at early voting locations.
