Amends Arizona Revised Statutes section 16-1005 to revise ballot abuse offenses and penalties.

Establishes class 5 felony penalties for offering or providing consideration to acquire early ballots, receiving consideration in exchange for ballots, and possessing ballots with intent to sell them.

Creates class 5 felony for knowingly soliciting ballot collection by misrepresenting oneself as an election official or establishing unauthorized ballot drop-off sites.

Repeals previous subsection H that classified knowingly collecting early ballots as a class 6 felony, eliminating the general prohibition on ballot collection.

Removes previous exceptions for family members, household members, and caregivers collecting early ballots, making ballot collection unlawful except for official election workers and postal service employees performing official duties.
