Requires persons convicted of specified animal abuse felonies (cruelty to animals, animal fighting, bestiality) to register with the Department of Public Safety within 5-10 days of conviction or entry into Arizona.

Mandates registration for 5 years on first conviction and 10 years on second or subsequent convictions of listed offenses.

Establishes a central animal abuser registry maintained by the Department of Public Safety, searchable by name and accessible to the public via website beginning December 31, 2021.

Prohibits persons or organizations from selling, gifting, adopting out, or transferring companion animals to individuals listed in the registry; violators subject to civil penalty of at least $1,000.

Classifies failure to register or update residence address/photograph as a class 1 misdemeanor.
