Requires county recorders to use the national change of address system of the United States Postal Service to identify and cancel registrations of voters who have moved outside their county or outside the state.

Mandates that county recorders cancel voter registrations when receiving written information from the voter or the postal service's national change of address system indicating an out-of-county or out-of-state move.

Changes the frequency requirement for using postal service address change data from "on or before May 1 of each year preceding a state primary and general election" to "shall use" on a mandatory basis more frequently as the recorder deems necessary.

Requires county recorders to cancel registrations in a previous county of residence when a registrant has changed residence to a new county, rather than providing information on how to continue voting eligibility.

Maintains existing procedures for moving voters within the same county, including sending notices and allowing 35 days for voters to verify or correct their registration information before status changes from active to inactive.
