Removes the requirement that early ballot tallying cannot begin until 14 days before election day, allowing tallying to begin immediately after the envelope and affidavit are processed and delivered to the early election board.

Maintains the signature comparison and correction process for early ballots, allowing voters 5 business days after federal elections or 3 business days after other elections to correct inconsistent signatures.

Keeps existing prohibitions on write-in candidates who failed in primary elections or did not gather sufficient petition signatures for nomination.

Updates the financial disclosure and fine payment requirements for write-in candidates, maintaining the $1,000 liability threshold related to election law violations.
