• Authorizes cities and towns to train their own election employees if the training program is approved by the secretary of state, or alternatively requires them to reimburse the secretary of state for certification program costs.

• Establishes an election training fund to be administered by the secretary of state, consisting of reimbursement monies from cities and towns, with continuously appropriated funds used to pay training costs for municipal election officials.
