Amends Arizona Revised Statutes section 28-701.02 regarding excessive vehicle speeds and criminal speeding classifications.

Changes the speed limit violation threshold in subsection A(3) from exceeding 85 miles per hour to exceeding the posted speed limit by more than 20 miles per hour in locations other than school crossings or business/residential districts.

Maintains existing penalties of class 3 misdemeanor for violations of excessive speed requirements.

Clarifies that a person charged with a violation of this section cannot also be issued a civil complaint for a violation of section 28-701 arising from the same circumstances.
