Amends Arizona Revised Statutes Section 16-602 to modify hand count procedures for county elections by requiring counties that use voting centers to select at least two percent of total ballots cast from at least two percent of voting centers or two voting centers, whichever is greater.

Designates voting centers as precincts for purposes of hand count selection and procedures, establishing that a voting center is deemed to be a precinct under the law.

Maintains existing hand count requirements including random selection of precincts, selection of up to five contested races to be hand counted, and procedures for expanded counts when discrepancies meet or exceed the designated margin.

Preserves party observer rights including ability to bring personal video cameras to record hand counts, with restrictions only on recordings that disrupt the count process.

Retains all existing provisions regarding the vote count verification committee, early ballot manual audits, security of ballots, and timeline requirements for completing hand counts before election canvassing.
