Repeals existing section 5-118 of Arizona Revised Statutes relating to racing.

Authorizes permittees conducting live racing to own or lease new additional wagering facilities.

Prohibits permittees in counties with populations between 700,000 and 1.5 million from owning or leasing additional wagering facilities within 60 miles of a racetrack enclosure in counties with 200,000-500,000 or more than 3 million persons without written consent from that racetrack enclosure.
