Authorizes the Department of Administration to place a Mormon migration monument in the governmental mall pursuant to existing state procedures under Arizona Revised Statutes section 41-1363.

Requires all fundraising, artistic design, and construction costs to be the sole responsibility of the monument's proponents with no state financial support or involvement in fundraising.

Prohibits the state from facilitating fundraising or establishing a state fund to collect donation monies for the monument.

The authorization expires and is repealed effective September 30, 2024.
